This week, campaigners for Healthy Kids Oregon are encouraging voters to say Yes to Measure 50. Their proposal would raise state tobacco taxes to pay for the Healthy Kids Program.

About 230,000 kids from low-income families get their health insurance from the state of Oregon. This fall, Healthy Kids Oregon-Yes on 50 aims to extend that coverage to another 117,000 children, by raising tobacco taxes about 84-cents per pack.
Healthy Kids Oregon put out a press release today, noting the obscene amount of money that has already been spent by tobacco companies opposing Measure 50. The campaign asks for Oregonians to respond to the advertising blitz by making "three clicks": Big Tobacco is headed toward setting a spending record in Oregon. R.J. Reynolds and Philip Morris have already spent $4.5 million on television and radio, potentially the largest media buy in the history of the state of Oregon for a ballot measure. They may not have the most money, but bipartisan Measure 50 supporters--Healthy Kids Oregon--are getting the drop on Big Tobacco with the first ad. The tobacco companies don't like taxes, and they don't like being pitted as the heavies against kids or health care. Expect the campaign to be ugly and dishonest. Before we go any further let me say that I wish cigarette smoking went away, Now!
Not made illegal but just went away.
But the logic to increase the taxes on cigarettes in Oregon, Measure 50, to fund a children's health care program is idiotic.
While blowing their smoke, the morning Fishwrapper reports; "The Healthy Kids Oregon coalition couldn't have asked for a better headline than the one Friday in USA Today: "Smoking declines as taxes increase."
Rhetorically, why would you pin your future hopes of funding a sustainable program on Declining revenues?
You wouldn't unless you are an Idiot or perhaps you were just putting up a temporary "smokescreen" while conniving on other future funding methods,
IE: TAX INCREASES.
