The Federal Transit Administration (FTA) has committed to a 50 percent share for the Portland-Milwaukie Light Rail Project. TriMet had requested a 60 percent federal share, since all previous light rail projects were funded by at least a 60 percent federal share. The 50 percent share totals $735.8 million. More

When it comes to spending public funds - leaders with their bureaucratic thought processes (blinders) continue to spend as if it is their job to spend money. The spending of public funds is not like the spending of capital in the private sector, however raised; e.g., there is no market to help regulate the spending.

In Portland public agencies like PDC and TriMet exhibit no restraint on spending of public funds that they yet have. The costs - whatever they might be - are passed on to tax payers. They create the need to spend money. E.g., from the Daily Journal of Commerce:

They've done all the light rail projects, including the Westside Light Rail, the West Commuter Rail, and the I-205 Green Line that just opened.

TriMet invites qualified artists to apply for public art commissions for the Portland-Milwaukie Light Rail Project. Up to seven professional, established artists/artist teams will be selected to create major works for new light rail stations, adjacent station areas and at other significant locations along the alignment. Emerging public artists from the Pacific Northwest are also encouraged to apply to be short listed for future additional opportunities. A budget of over $3,000,000 has been established for public art commissions on the project.
